Many homeless seniors are living with physical and mental health conditions and aging often makes it more difficult for them to properly care for themselves or make connections with organizations that provide assistance. On top of that, many homeless seniors may be isolated from loved ones and family members who could potentially provide support, meaning that often, they're on their own.
The National Coalition for the Homeless estimates that the average life expectancy of a homeless person is just 50 years. That means that seniors, who are generally considered those aged 62 and older, are usually struggling to survive. Luckily, there are programs across the nation that can provide financial support, emergency housing and an array of care services for seniors who don't have other options.
In this guide, we discuss application and eligibility information for federal and state programs that help seniors find emergency housing as well as provide resources for seniors living without stable housing in every state across the county.
Why Seniors May Need Emergency Housing
Emergency housing can benefit all homeless people and with seniors, it may save lives. In some cases, emergency housing refers to overnight shelters that help homeless people get off the streets when the weather is cold. In others, it can mean financial support to help low-income seniors pay for rent or utilities when they're burdened with extremely low incomes.
While the causes can differ, some of the most common reasons seniors find themselves in need of emergency housing are addiction, psychiatric illness, limited income or excessive debt and a lack of knowledge about the programs available to help them pay housing and other living expenses.
Federal Emergency Housing Programs For Seniors
2-1-1
Dialing 2-1-1 lets seniors connect to the United Way office in their area, which can provide them with emergency housing options such as overnight shelters and transitional homes. Additionally, United Way also provides other supportive services, including mental health care, food vouchers and health care funding.
How to Apply
No application is necessary to use 2-1-1; however, some recommended services may have application processes in place.
Eligibility
Programs recommended by 2-1-1 may have their own eligibility requirements; however, 2-1-1 is available to all callers in need of support or advice.
Housing Choice Voucher Program
The U.S. Department of Housing and Urban Development (HUD) provides housing choice vouchers (HCVs) for seniors who have very low incomes. These HCVs work in the same way as a housing subsidy, letting a landlord access cash directly while reducing participating seniors' rent significantly.
How to Apply
Public housing agencies (PHAs) in each state operate HCV programs. When applying, seniors need to meet their area's income and asset requirements, and provide information about their household members.
In some cases, there may be a waiting list before qualified applicants can participate in the program.
Eligibility
PHAs determine the eligibility requirements for the HCV programs in their state, but at least 75% of vouchers must be reserved for applicants with household incomes below 30% of the local area median.
Section 202 Supportive Housing For the Elderly
The Section 202 Supportive Housing For the Elderly program is operated by HUD. It helps low-income seniors live independently by providing them with no- or low-cost supportive housing that may include personal care, cooking, cleaning and transportation services.
How to Apply
To qualify for Section 202 housing, seniors can work directly with the manager at an available Section 202 property. The application process might differ depending on the property, but in most cases, seniors will be asked to provide the following:
- Full name and date of birth
- Contact information
- Net income
- Social Security number
- Housing and criminal histories
Eligibility
This program is open to seniors who meet their area's threshold for very low income and have at least one household member who's at least 62 years of age.
Veterans' Emergency Housing and Assistance
HUD-VA Supportive Housing (HUD-VASH)
HUD-VASH provides HCVs specifically for homeless veterans. This program is operated by HUD and the Department of Veterans Affairs. It also offers supportive housing options for those requiring mental health or substance abuse treatment.
How to Apply
Seniors can apply for HUD-VASH by contacting Veterans Affairs in person, online or by phone at (877) 424-3838.
Eligibility
HUD-VASH beneficiaries must have served in a branch of the U.S. military, been honorably discharged and be living below the poverty line.
VA Enhanced-Use Lease Program
Veterans Affairs works with state and local governments to turn unused properties into supportive and low-income housing for homeless veterans. This program exists in cities across the United States.
How to Apply
Homeless seniors can learn about accessing this program in their area by calling the VA at (877) 424-3838.
Eligibility
This program is open to all U.S. veterans in need of affordable housing in a safe neighborhood.
